Accountabilities

• The management of the project cost control team including cost engineers, planners and QS 
• Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.
• Advice and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
• Support programme integration, governance, formats, plan optimisation, and project controls best practices.
• Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects.
• Support the development of integrated master schedules for specific programmes in Primavera and/or Microsoft Project that reflect all interface milestones and activity durations from multiple contractors’ schedules and feed changes to the integrated master schedule.
• Monitor and control programme compliance in respect of the projects contractual obligations.

Major responsibilities

• Ensuring the Project controls team produce weekly / monthly reports in line with the project and company reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
• Ensure that project controls processes are consistently applied across the project.
• Manage governance to ensure robust cost and schedule performance for the agreed Scope of Work across integrated programmes managed across multiple suppliers.
• Support and advise on the definition of Project Controls and Earned Value Management policies, procedures and the standards required to deliver projects
• Support the development of requirements for specific resource-loaded schedules.
• Work closely with the Project Manager, commercial manager and Project QS to maximise the potential of the project.

Your profile:

• Minimum 5 years’ experience in a similar role
• Effective communication within team and with stakeholders
• An experienced user of the relevant Programme tools, techniques 
• Experience in the implementation of Earned Value Management based Project Control systems, in accordance with relevant national standards
• Sector Experience in Oil & Gas, Life Sciences, Automotive or Infrastructure
• Practical ability to utilise critical project management concepts (e.g. EVM, project planning, risk analysis, configuration management
• Computer literate & experienced in Microsoft Office applications.
• Educated to Degree level or equivalent in a relevant subject.
• Significant track record of successful work.

Accountabilities

• Provide cost control service to the projects with responsibility for accurate project cost reporting and analysis
• Assist Project Managers & Project Engineers with estimates for Tenders
• Compiling instruction forms for new project set up
• Preparation of Monthly Client Cost Reports
• Monitoring and compilation of project sales and cost accruals
• Variances investigation and reporting e.g. investigating variances on Monthly Profit Appraisal Report
• Assisting Project Managers & Project Engineers with producing EAC (estimate at completion)
• Raising purchase requisitions and receipting invoices
• Monitoring and reconciling costs for Intercompany support to the projects
• Dealing with project connection requests (for time bookings & expenses)
• Dealing with cost transfers such as hour transfers between projects
• Dealing with project close-outs
• Ad hoc cost reporting

In addtion, as this is a Senior role, the successful candidate will be expected to:

• Act as the 'main focal point of contact' for internal and external stakeholders
• Build, maintain and strengthen relationships within the team
• Identify areas for improved efficiency on their projects and implement strategies to achieve more efficient working
• Support the Cost Manager on an ad-hoc basis (e.g. during interviews / on-boarding of personnel)
• Provide mentoring and support to more junior members of their project and / or wider Cost Engineering function. 

Your profile:

• Experience in a cost control role

• The role of Procurement Manager for CAPEX involves end to end sourcing and project delivery across several fields, including engineering, construction, civils, and product manufacturing as well as the opportunity to work in a truly cross functional environment and challenge stakeholders of all levels from across the business.
• Develop competitive sourcing strategies, actively engage suppliers, professionally negotiate contracts and resolve performance issues
• The formulation, negotiation and implementation of robust CAPEX contracts that offer minimum risk to client with SLAs included at all times considering the Total Cost of Ownership.
• Lead the Procurement of all CAPEX being the single point of contact for all procurement matters during all phases of project execution to deliver projects across multiple sites
• Develop and own stakeholder relationships with the engineering team and project management team
• Focus primarily on the TCO of all projects, in keeping with the business' 5-year plan and goals on sustainability
• Managing the budget for CAPEX projects and keeping all stakeholders updated on spend against budget and timelines

Role Requirements

• Demonstrated experience of delivering major end to end CAPEX projects and achieving TCO savings
• Demonstrated experience of operating in a Project Management capacity, leading the delivery of end to end Procurement projects
• Knowledge of commercial purchasing procedures and practice including negotiation and contract law
• Experience with SAP, or other similar programs would be beneficial.

• A must have: recent and broad experience in the design and construction of biopharmaceutical, food, beverage and specialty technology facilities. Experience should include site development, infrastructure, and utility installation (clean and plant), main process areas, finishing and packaging and support facilities to include labs and office buildings

• Proficient in verbal and written forms of communication and capable of writing reports and presenting information effectively to clients, management and team is an essential.

• Solid computer skills that include working knowledge of MS Office and MS Project, Primavera

• Experience using data-based estimating and planning tools (e.g. Primavera)
